The use of open data and open platform has recently evolved with increase in data sources and accuracy. Academia, humanitarian agencies and governments have started using it in the context of emergency situation like disasters.

Building Community Resilience- One stitch at a time

The Flood Resilience Measurement for Communities (FRMC) tool, which Practical Action used in its field areas on behalf of Zurich Flood Resilience Alliance, has generated and supported visualization of results, thereby providing evidence for informed decision making on intervention design and ex-ante investment in flood resilience. This has helped communities be more aware of the differential needs of the women and marginalized communities and helped them take decisions that would be inclusive and beneficial to all. Women and youths have been part of various livelihood interventions that have been designed to help households and communities build their resilience. Ms. Gauri Chaudhary is one such example of how FRMC has transformed her life and livelihood.

Ms. Gauri Chaudhary from Bangaun community has opened her own embroidery and doll making business and training centre.  She received this training last year as a part of livelihood improvement support. Now she runs her own shop in Rajapur. She makes dolls, cushions and sells them.  She makes Embroidery on order she gets for marriage dresses and other clothes.

नेपालमा हरेक वर्ष ५०० भन्दा बढी बिभित्र प्रकोपका घटनाहरू हुने गर्दछन् । जसमध्ये बाढी, पहिरो, डुबान , भूकम्प, चट्यांग, आगलागी, हावाहुरी, हिमताल विस्फोट, सडक दुर्घटना लगायतका प्राकृतिक र गैरप्राकृतिक विपद्का घटनाहरु नियमित रुपमा घट्ने गरेका छन् । यसको परिणामस्वरूप ठूलो मात्रामा जनधनको क्षति हुने र जीविकोपार्जनमा प्रतिकूल असर पर्ने गरेको छ । पछिल्लो ४५ वर्ष (वि.सं. २०२८ देखि २०७२) को अवधिमा नेपालमा ४०,००० भन्दा बढी व्यक्तिहरूले विपद्का कारण आफ्नो ज्यान गुमाएका छन् । उच्च मृत्युदरको अतिरिक्त, उक्त अवधिमा ७५,००० भन्दा बढी व्यक्तिहरू घाइते भएका छन् भने करिब तीस लाख मानिसहरू प्रभावित भएका छन् । 

नेपालको संविधान, २०७२ को अनुसूची ७ मा प्राकृतिक तथा गैर प्राकृतिक विपद् पूर्वतयारी, उद्धार तथा राहत र पुनर्लाभ कार्यलाई सङ्घ र प्रदेशको साझा अधिकारको सूचीमा सूचीकृत गरिएको छ भने अनुसूची ९ मा संघ, प्रदेश र स्थानीय तह गरी तीनै तहको साझा अधिकारको सूचीमा विपद् व्यवस्थापनलाई राखिएको छ । अनुसूची ८ ले विपद् व्यवस्थापनलाई स्थानीय तहको एकल अधिकारको सूचीमा समेटेकोले यसमा स्थानीय तहको महत्वपूर्ण भूमिका हुनुपर्ने स्पष्ट छ ।

Disaster Risk Governance in Nepal: Challenges and Way Ahead

Background

Improving governance is one of the key priorities of Sendai Framework for Disaster Risk Reduction as well as the DRRM strategy and action plan of Nepal 2018-2030. Rightly, the theme for 2020 International Day for Disaster Risk Reduction (IDDR) is “It’s all about Governance”. Strengthening disaster risk governance at national and local levels is extremely important for an effective and efficient management of disaster risk as well as achieving the targets of the Framework. As we observe the IDDR in the midst of COVID 19 pandemic, it is urgent that we think about addressing multi hazard risk. Nepal has taken some proactive steps to improve overall governance of Disaster Risk Reduction and Management (DRRM) and mainstream it into development planning process. However, there is a long way to go so that the needs of disaster vulnerable communities can be addressed. Ongoing reforms in implementing federalism provides opportunity for Nepal to institutionalise DRRM friendly governance and address existing challenges. 

Nepal’s Disaster Risk Reduction and Management (DRRM) Act 2017 has outlined the roles and responsibilities of federal, provincial, and local governments to reduce disaster risks and manage the impacts. Ministry of Home Affaires (MoHA) is the focal agency for this but it primarily works on disaster response. Emergency Operation Centers are provisioned at federal, provincial and local level which as their name suggest, are focused on emergency response. National Disaster Risk Reduction and Management Authority (NDRRMA) has been formed with key mandate to disaster preparedness, prevention and mitigation.

ओम प्रकाश सुनार सिम्रेनी टिकापूर ६ को सामुदायिक विपद् व्यवस्थापन समिति (सा. वि. व्य. स.) को सचिव हुनुहुन्छ। सिम्रेनी समुदायमा १०१ वटा घरधूरी छन्, जसमध्ये २७ वटा दलित घरधूरी छन्, ६८ वटा आदिवासी थारु घरधूरी छन् भने बाँकी ब्राम्हिन क्षेत्री घरधूरी छन्।

सिम्रेनी सा. वि. व्य. स. ले निरन्तर रुपमा आफ्नो समुदायमा वाढी पूर्वसूचना तथा पूर्वतयारीका साथसाथै वाढी जोखिम न्यूनिकरणका कार्यक्रमहरु संचालन गरि समुदायको उत्थानशीलता वृद्धिको निम्ति योगदान पु¥याएको छ। कोभिड महामारीसुरु हुँदा जब नेपाल सरकारले राष्ट्रव्यापी बन्दा–बन्दिको घोषणा ग¥यो, ओम प्रकाश निकै चिन्तित हुनुहुन्थ्यो–एक त नयाँ महामारी, अर्को समुदायमा यस सम्बन्धि ज्ञानको अभाव तथापि धेरै गलत धारणाको बाहुल्यता रहेको थियो। अझ वर्षा सुरु भएपछि वढेको वाढीको जोखिम र समुदायमा बन्दा–बन्दिको आर्थिक तथा मानसिक प्रभावले उहाँलाई झनै पिरलेको थियो।
